rubbish coolies are picking rubbish on the Plantation Road and

every morning a lot of cabbage leaves can be seen on Plantation

Road between his house and Barker Road, Trem Station et this time

Mr. R. 0. Hutchison was the Head of the Sanitary Department, who at

the same time ordered the scavenging contractor to engage 15 extra

workmen at his own expenses to carry out his contract properly, and

since that time till the end of that contract the work went on very

well, and one the last conservancy contract had to pay 80 cents

to the scavenging coolies for removing night soil dumped at Hillside

by his coolies near No. 66 Mt. Kellet Road.

As the Hill District is reserved District for European

gentlemen to keep it clean, in this long, steep and shelterless

District I have been doing as much work as foremen do, as at first

I supervised conservancy coolies work, then of rubbish coolies work

and then the scavenging of the roads of the Peak District, which I

covered about 30 or 40 miles a day, and during last 8 yearɛ no eny

complain of absence from duty &c has been made against me.

I known very well that many Sanitary foremen and other

employees have been departmentally fined or punished several times

for neglect of their duties &c. and still are working at their posts

But my dismissal has been recommended at the first occasion, on

the false and concocted charges, which have been brought illegally

and after the elapse of about 15 days from the dates mentioned on

the charges, as the Sanitary Department 18 e Government Departrient

and its offices are open daily to deal with the daily occurrence

but it has not been done in my case.

on the Peak about the 1st. January 1910, his new coolies committed

so many breaches daily by dumping the refuse at hillside and I

reported them according to my duties, instead of punishing the
